Bing vs. Google ad campaigns: Which gives me more granular control?

I recently developed a product campaign for my Shopify store to target different countries in Europe and Asia. I've been looking for a way to assign various campaigns tailored to different regions. Because of timezone differences, I have been given the option to create a separate ad campaign for each ad group in Google ads, but unfortunately, I cannot afford to stretch my budget. Can I easily adjust my ad campaign rotation, language, and scheduling options without creating a brand new ad group in Bing Ads?

Google ads provide users with a wide array of audience and content targeting options. However, Bing ads allow marketers more control over their campaigns. You can set custom campaigns to particular demographics in their distinct time zones. Furthermore, Bing ads allow you to fine-tune the language, location, network, and scheduling to ad group settings.
